DC-based Compliance Consulting Firm

Full-service compliance consulting firm specializing in compliance matters involving investment advisers, hedge funds, and investment companies.

Need: Establish a web-based application to allow the firm's clients to report their personal holdings and transaction information on an initial, quarterly, and annual basis. With an estimated growth rate of 200% per quarter, it was particularly important that the solutions be scalable to accommodate an increasing number of simultaneous users.

Solution:

3210 Consulting designed and developed STOCS, or Securities Transaction Online System (STOCS). STOCS is a web-based regulatory compliance system that facilitates the process of complying with increasingly stringent SEC regulations.

The STOCS application offers the firm the functionality it needs proactively to identify potential client conflicts and guard against potential SEC violations. STOCS also provides for the scalability to meet the firm's aggressive growth projections.

Functionality

Personal Securities Transaction Review
STOCS electronically captures employees' personal transactions as well as their client transactions. Personal securities information can be entered via a controlled secure website or via import of employee trade blotters.

Conflict Reports
STOCS analyzes and compares employee data versus client data to identify improper trades or patterns of trading and generates reports of any violations or conflicts such as front running and trading opposite of clients.

Best Execution Analysis
STOCS provides best execution reporting to ensure compliance with NASD Conduct Rule 2320, which mandates that access persons obtain the best inter-dealer market for a transaction.

Reporting
STOCS offers Comprehensive querying capabilities on user submitted transaction data, imported data, and system audit data.

Scalability
STOCS can handle several hundred thousand users and millions of transactions per year. The system is based on Microsoft SQL Server and Microsoft Internet Information Services platform. It features four types of access consoles for different groups of users, custom load-balancing, a comprehensive reporting system and an extensive set of audit logs. Recently the system has been successfully scaled up to 5 servers in the development environment: 3 front-end web servers and 2 back-end database systems working as a single database cluster.
